Data based on the Behavioral Risk Factor Surveillance System, an ongoing, state-based, random-digit-dialed telephone survey of noninstitutionalized civilian adults aged 18 years and older.Percentages are weighted to reflect population characteristics.

I was actually expecting to see the highest values for New York, the city that never sleeps and that has a very rapid rhythm of life compared to other areas. Is there a valid explanation for these statistics? Those high percentage states probably don't have as many anti smoking programs, that's what I can think of.
